Assembly constituency no.31. Harlakhi comprises of the following areas of Madhubani district in the Mithila region of Bihar: CD Blocks Madhwapur & Harlakhi; Gram Panchayats Karhara, Samada, Salha, Teoth, Mahamadpur, Betauna & Manpaur of Benipatti CD Block.

This constituency covers an approximate area of 305.02 square kilometers and the geographic coordinates of Harlakhi is: 26°32'23.6"N 85°53'51.4"E.

A total of three Assembly constituencies in the state of Bihar share borders with Harlakhi constituency, which are: Sursand, Benipatti, Khajauli. This constituency shares an inter-state border with Nepal.

In the 2020 Bihar Assembly elections, Sudhanshu Shekhar of JDU won in this constituency beating Ram Naresh Pandey of CPI by a margin of 17593 votes which was 10.52% of the total votes cast. In 2015, Basant Kumar of BLSP was the winner in this seat beating Mohammad Shabbir of INC by a margin of 3892 votes which was 2.69% of the total votes polled in the constituency. In the 2010 Assembly elections, Shaligram Yadav of JDU won this seat defeating Ram Naresh Pandey of CPI by a margin of 6659 votes which was 5.93% of the total votes polled for the seat.
