Harbour Assembly constituency comprises the following areas of Chennai district in the North region of Tamil Nadu: Chennai (M Corp.) (Part) Chennai (M Corp.) Ward No.23 to 30, 43, 44, 48, 49 and 80.

This constituency covers an approximate area of 10 square kilometers and the geographic coordinates of Harbour is: 13°05'04.9"N 80°17'07.8"E.

According to data released by the Election Commission of India, In 2021, this seat registered a turnout of 57.64%, while it was 55.44% in 2016, and 63.61% in 2011.

In the 2021 Tamil Nadu Assembly elections, Sekarbabu P K of DMK won in this constituency beating Vinoj P Selvam of BJP by a margin of 27274 votes which was 27.07% of the total votes cast. In 2016, Sekar Babu P K of DMK was the winner in this seat beating Sreenivasan K S of AIADMK by a margin of 4836 votes which was 4.64% of the total votes polled in the constituency. In the 2011 Assembly elections, Karuppiah .Pala of AIADMK won this seat defeating Altaf Hussain of DMK by a margin of 20317 votes which was 21.06% of the total votes polled for the seat.
